Network
This testnet is a permissioned QBFT network on Hyperledger Besu 26.9.0. The public RPC reports that client as web3_clientVersion (besu/v26.9.0/...).

Blocks and finality
blockPeriodSeconds is 2. A block is sealed about two seconds after a transaction is pending. emptyBlockPeriodSeconds is set so an idle chain does not seal empty blocks on a timer. Scan's stats field average_block_time can stay 0 while nothing is pending.
QBFT finality on this network is the block itself once 3 of the 4 validators have sealed it and the block is canonical. There is no extra wait for a later checkpoint.

These four addresses are the testnet validators published for UTN Scan. Block 1 on the live RPC was mined by Validator 1.

A new chain from network/besu/scripts/generate.py gets different validator addresses. The table above is this public testnet, not every local clone.
Block gas limit
network/besu/config/testnet.json sets the target gas limit to 0x3938700 (60,000,000). A chain that is already running keeps the limit it started with until the validators are restarted onto that target. On 8 Oct 2026 the head block in GET /api/v2/blocks?page=1&limit=10 had gas_limit 30651150, not 60,000,000. GET /api/v2/blocks/latest answered HTTP 422 that day, so read gas_limit from a block by height.
The block reward in the chain config is 0. Gas is the only network revenue. See Gas and fees.
